Why the city of Houston must change it's charter to make it's local government democratic.

Recently 'Dr Ntuba Akwo Thompson addressed accession of city of Houston councilors and Mayor Sylvester Turner for the need for the office of city council chairman position to be separated from the position and office of mayor .
In Houston the mayor is not an elected councilor but mysteriously sits among councilors in council sessions as the chief councilor and or chairman of the council . That is one of the most uncivilized and primitive type of local government arrangements like happens in Banana third world republics where dictators or dictor living mayors usurp the powers of councilors.
Can you imagine if President Biden was also the head of congress ' with councilors and or congress people begging him to pass their agendas ?.
The system in Houston was made by people who wanted to have all the powers on one office and because those who came after them enjoy the primitive system's they donot talk about it and against it .
The last budget session made me so angry that I told my self that ' I will do every thing to change that primitive form of local government.
Working on proposition that separates the office of mayor from that of council chairman or lady .
Let the councilors run the council 'and one of them be the chairperson and the mayor remain executive officer . In Miami they have independent head of council from the commissioners ' a mayor and city manager. That checks corruption .
In Houston corruption isceasily done because one office has the power to stop councilors who want to check the office of mayor .
It is so bad that presently they are using vice mayor and brainless city lawyers to force the city finance controller to have one report with the director of finance. Where did these entry level local government politicians learn their own political science from if I may ask ?.
Alot needs to change with the going away of mayor Sylvester Turner stepping out in a number of months ahead .
